Library bump prepped: 0.17.0 → 0.18.1 (force-fetch fix + librarian outline)

Branch fix/library-0.18.1-force-fetch: library chart targetRevision + image.tag 0.17.0 → 0.18.1. 0.18.1 fixes the broker-0.5.0 regression (gateway adapter passes force=true on mark_fetch — restores the floor's federation edges/soul portal and un-breaks re-opened documents that presented as unreachable); 0.18.0 rides along (librarian open mdoutline adoption). Verified: chart+image 0.18.1 in ghcr, zero chart diff 0.17.0 → 0.18.1, YAML parses, immutable-fields check green. Post-merge probe: reading-room floor shows the soul.demarkus.io portal again; a previously-opened doc re-opens without "unreachable".

Deployed — incident closed

Merged (5224ecc), ArgoCD synced; Fritz confirmed from the reading room: the soul.demarkus.io portal is back on the floor and previously-opened documents open normally again. Regression window: broker 0.5.0 deploy (2026-07-05 ~18:45 UTC) → library 0.18.1 deploy (2026-07-06 ~14:15 UTC).
